Biography
Rob Hartwell, a native of Alexandria, Virginia, currently resides in Belmont Bay, Virginia. He has a distinguished career as a former Chief of Staff to Reps. Dick Schulze (R-PA) and Nick Smith (R-MI) and has worked with several other prominent members of Congress, including Reps. Mike Oxley (R-OH) and Mac Sweeney (R-TX). As Chief of Staff, Rob served as an Associate Staff Member of the powerful House Committee on Ways and Means, where he played a key role in orchestrating billions of dollars in tax, trade, and health legislation.
In 2001, Rob founded Hartwell Capitol Consulting, a full-service lobbying, business development, and technology firm. Under his leadership, the firm has grown to include 98 consultants, encompassing retired military officers, former Members of Congress, and experts across various industries. His firm has conducted business globally, with a presence in nearly 100 nations, focusing on energy, security, infrastructure, and healthcare.
Rob has a proven track record in lobbying and business development, having orchestrated over $23 billion in appropriations, direct funding, and tax provisions. His work has spanned diverse fields, including healthcare, defense, energy, and environmental policy. Notably, he has secured significant funding for cellulosic ethanol research, nuclear power plant decommissioning, and advanced military technologies. His contributions to the nuclear energy sector include working on global nuclear power issues and helping establish the Virginia Nuclear Technology Authority.
Rob’s expertise extends to health care, where he has been instrumental in achieving over $16 billion in legislative provisions, including enhancements for Skilled Nursing Facilities and funding for mobile women Veterans’ health clinics. His recent efforts in sourcing billions in PPE during the COVID-19 pandemic further highlight his ability to navigate complex challenges and deliver impactful solutions.
Throughout his career, Rob has also been deeply involved in various security and defense initiatives. He has worked on projects ranging from gang prevention in Trinidad to protecting critical infrastructure from electromagnetic threats. His clients include innovative companies like EMP Shield and TrillaMed, and he actively supports Veterans’ coalitions for presidential campaigns.
Rob’s commitment to public service is reflected in his roles as a Virginia Commissioner on the Interstate Commission on the Potomac River Basin, a Fairfax County Planning Commissioner, and a leader in several other civic organizations. He has been a strong advocate for environmental sustainability, including pioneering efforts to monetize pollution and waste.
In addition to his professional achievements, Rob is a past President of the Northern Virginia Regional Park Authority Foundation and has raised over $4 million for charities and campaigns.
